Grant Manual 

  1. The College's Strategic Plan, in collaboration with Divisions or Departments, will be employed to identify potential grant projects. Long range institutional goals and departmental operational objectives will determine priorities for grant project development. Projects which do not align with the Strategic Plan will not be pursued unless initiated by the President's approval.
  2. Initiation of grant projects by faculty/staff, departments and/or divisions is encouraged. Initiation of a grant project by faculty or staff is considered to be both professional development and service to the College and should be credited and recognized accordingly during individual annual performance evaluations.
  3. Grant proposals will be developed in cooperation with faculty, staff, program and unit leaders, and/or committees appointed by Vice Presidents or the President. The Department of Institutional Effectiveness and Research is available for data generation and consultation with writing or editing grant proposals. Training contracts for business/industry are excluded from this policy.
  4. Grant projects must demonstrate support by the unit of origin and must receive final authorization by the President's staff and/or the President. These approvals require that a completed proposal be available for the president's review at least two (2) full weeks prior to the submission deadline.
  5. Grant projects will be administered in compliance with current institutional staff, affirmative action, student personnel, and fiscal policies. In-kind match contributions will be considered part of the restricted grant project in some cases and must be documented according to stated commitment in the grant.
  6. Grant awards will be announced for general institutional and public information according to congressional, Tennessee Board of Regents (TBR), and institutional protocol and procedures.
  7. Administrative procedures for each grant project will be articulated through the College's Policies and Procedures Manual and/or Federal, State or other funding source regulations and requirements.
  8. Before submission to the President, all grant proposal budgets must be reviewed by the Executive Vice-President of Business and Finance; and all salaries, including faculty release time, must be reviewed and approved by the Director of Human Resources.
  9. In the event that IRB approval is required by a grant sponsor, timely notification to the Department of Institutional Effectiveness and Research is necessary in order to complete a timely review. IRB approval must be acquired prior to grant approval submission to the President.
